Description

PURPOSE OF THE POSITION:

Performs a variety of technical, administrative, and supervisory work in planning, organizing, directing and implementing fire prevention, suppression and other emergency services to prevent or minimize the loss of life and property by fire and other emergency incidents.

Salary: Competitive salary and benefits plan offered. Initial salary will be based on qualifications and experience.

ESSENTIAL FUNCTIONS OF THE POSITION:

  • Plans, coordinates, leads, supervises and evaluates Fire Department operations.
  • Establishes Fire Department policies and procedures in order to implement directives from the City Manager.
  • Plans and implements Fire Department programs for the City in order to carry out policies and meet goals; reviews departmental performance and effectiveness; formulates programs or policies to improve operational effectiveness.
  • Develops, supervises and coordinates the preparation and presentation of an annual budget for the Fire Department; directs the implementation of the department’s budget; plans for, develops, and/or reviews specifications for new or replacement equipment.
  • Responds to alarms and may direct emergency activities at the scene of major incidents, as needed.
  • Supervises the inspection of buildings and other properties for fire hazards and enforces fire prevention ordinances.
  • Directs the operation of departmental in-service training activities.
  • Controls the expenditure of departmental appropriations, subject to review by the City Manager.
  • Handles grievances, maintains departmental discipline, and the conduct and general behavior of assigned personnel.
  • Prepares and submits monthly reports to the City Manager regarding the Fire Department’s activities as required and prepares a variety of other reports as appropriate including an annual report of department statistics and activities.
  • Plans departmental operation with respect to equipment, apparatus, and personnel; supervises the implementation of such plans.
  • Assigns personnel and equipment to duties and uses as the service requires; evaluates the need for, and recommends the purchase of, new equipment and supplies.
  • Meets with elected or appointed officials, other fire officials, community and business representatives as well as the general public on all aspects of the department’s activities.

 

PERIPHERAL DUTIES:

  • Attends conferences and meetings to keep abreast of current trends in the field.
  • Performs the duties of command personnel as needed and ensures command and supervisory needs are met at all times.

 

POSITION STANDARDS:

To perform this job satisfactorily, the individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required.   • Graduation from a college or university with a bachelor’s degree in Fire Science, Public Administration, Business or a related field and ten years experience in fire service work, two of which must have been at the Division/Battalion command level; or an equivalent combination of education and experience with four years experience substituting for one year of education. 
  • Experience as a Chief Officer and Incident Commander preferred.
  • Experience as an administrator within a municipal fire department represented by a bargaining unit preferred.
  • Thorough knowledge of modern fire suppression,  fire prevention and emergency services principles, procedures, techniques, and equipment; working knowledge of technical rescue, emergency medical, and hazardous material response and of the Incident Command System and its application; considerable knowledge of applicable laws, codes, ordinances, regulations, and departmental standard operating guidelines .
  • Maintains working knowledge of Oklahoma firefighter pension requirements and labor laws, including Collective Bargaining, arbitration standards, and all other statutory requirements relevant to the Oklahoma Fire Service.
  • Skill in the operation of the following tools and equipment: fire apparatus, fire pumps, hoses, breathing apparatus, ladders, first aid equipment, radios, and other standard firefighting equipment, as well as personal computer, phone systems and other standard office equipment.
  • Ability to develop departmental plans, both long and short term; ability to effectively communicate orally and in writing; ability to make quick decisions at emergency incidents; ability to exercise sound judgment in evaluating situations and in making decisions; ability to effectively give and receive verbal and written instructions; ability to establish and maintain effective working relationships with other city department directors, employees, supervisors  and the public; ability to train and supervise subordinate personnel; ability to perform work requiring good physical condition.

 

SPECIAL REQUIREMENTS:

  • Must meet the requirements to participate in the Oklahoma State Firefighter’s Pension System, which includes 3 years of prior paid fire service with a fire department.
  • Must possess or be able to obtain by time of hire a valid Oklahoma drivers license.
  • No felony convictions or disqualifying criminal histories within the past seven years.
  • Ability to read and write the English language.
  • Ability to meet departmental physical standards.

The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

 

ESSENTIAL ENVIRONMENTAL FACTORS AND WORKING CONDITIONS:

Work is performed primarily in offices, vehicles, and outdoor settings, in all weather conditions, including temperature extremes, potentially at any time of the day or night. Work is often performed in emergency and stressful situations. Individual is often exposed to hearing loud sirens and alarms and is exposed to hazards associated with fighting fires, and rendering emergency medical assistance, including smoke, noxious odors, fumes, chemicals, and other hazardous materials and conditions.

The employee occasionally works near moving mechanical parts and in high precarious places, in small, cramped, confined areas  and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic caustic chemicals, risk of electrical shock, and vibration.

The noise in the work environment is usually quiet in office settings, and loud at an emergency scene.

 

INTERPERSONAL RELATIONSHIPS:

The personal contacts are typically with key officials or representatives of organizations which could have an unusually significant impact on the programs and policies involved in the work. The purpose of the contacts is to present, discuss and attempt resolution of issues of a sensitive and controversial nature by influencing, motivating and persuading. The persons contacted typically have diverse or conflicting goals and attitudes.

 

SUPERVISION:

The employee works under the supervision of the City Manager who provides long range managerial direction. The employee generally proceeds independently in accordance with general plans, policies and purpose of the department. Work products are considered technically authoritative and are normally accepted without significant change. Decisions and recommendations are viewed for accomplishment of objectives and compliance with departmental and City policy.

 The employee exercises direct or indirect supervision over all fire department divisions and over all department staff.
