The Public Health Officer reports to the Program Manager and will be supervised by the Health Systems Administrator/Logistician (HSA/L) or a designated PMO official, or while performing field work, a site medical director.
The Public Health Officer will deliver services in one of three settings: (1) Field Health Unit, (2) Small medical/trauma hospitals, (3) Large medical/trauma hospital and assists in examination and treatment of patients under the direction of a physician.
At the direction of the Program Manager, HAS/L, site medical director, the Public Health Officer plans, obtains resources, and conducts preventive medicine and communicable disease control, occupational health, food safety, and disaster response programs.
In addition, the Public Health Officer plans, directs and conducts epidemiological investigations of communicable diseases and food borne disease outbreaks, and makes recommendations to the PM/DPM.
Plans and programs that impact or benefit COM contractors, associate contractors or local authority will be communicated and coordinated for maximum cooperation, participation and effect.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
Work location is Kabul, Afghanistan
Must have a Masters Degree in Environment Health, Occupational Health, Industrial Hygiene, Public Health, Public Administration or Health Administration from a program Accredit by the Council on Education for Public Health (CEPH).
A minimum of 5 years’ Of Public Health experience is required.
Must complete Servsafe Instructor Course and Exam and Registered Servsafe Proctor Course and Exam or course equivalent.
Knowledge of general sanitation practices, laws, and regulations governing the food industry;
Knowledge of proper food preparation, safe food handling, sanitation practices, and judgment recognizing abnormalities in food.
Performance of Quality Control tests and/or laboratory tests in the food, beverage, pharmaceutical or pet food industry or other similar environments, assuring that standards are met with products that are consumed by humans or animals.
Have and maintain current certification in Cardio Pulmonary Resuscitation (CPR).
Participate in training, (including HIPAA training).
All health care providers and medical support staff must have recent clinical experience in patient care for at least 6 months out of the past year.
Duties and Responsibilities:
Conducts preventive medicine and communicable disease control, occupational health, food safety, and disaster response programs.
Initiates, directs, and conducts preventive medicine and communicable disease control programs. Directs and conducts epidemiological investigations of communicable diseases and food borne disease outbreaks, and makes recommendations.
Applies epidemiological and statistical methods to identify and evaluate factors increasing disease morbidity and mortality.
Manages administrative aspects of tuberculosis and sexually transmitted disease detection and control programs. Contributes to the medical facility employee health program. Plans and develops disease vector surveillance program. Provides communicable disease education.
Maintains occupational health program. Participates in formulating occupational health examination requirements for workers at risk for hazardous exposures. Maintains close liaison with other agencies to develop procedures for prompt identification, investigation, evaluation, and reporting of occupational illnesses. Serves as technical advisor for planning and presenting occupational health education programs
Directs public health efforts. Advises on issues relating to site selection, field sanitation, disease threats, physical threats such as heat and cold stress, vector and pest hazards, and contamination control procedures. Monitors disease trends and advises on interventions.
All Health Care Providers (HCPs) will document care delivered and follow up care required.
Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements
Must have a valid, current U.S. Driver’s License.
Must have a current U.S. Passport.
Have and maintain current certification in Cardio Pulmonary Resuscitation (CPR). Requires a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security.
Must sign a CHS Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.
Shall complete a one week Foreign Affairs Counter Terrorism training course prior to deployment to work on the contract. Training will include: Combat First Aid, Weapons Familiarization, Defensive Tactics/Driving, IED recognition, Surveillance Detection and Hostage Survival and Personnel Recovery.
Shall be proficient in the ability to speak, write and communicate in English.
Shall demonstrate proficiency in the use of basic word processing programs and the CHS Medical Management System software.
The normal workweek is established by the DOS Chief of Mission.
Must be confirmed by a medical examination to be “medically and dentally fit” in accordance CHS Medical Readiness Guidelines and Policies and/or as dictated by the Client.
No conditions that would prevent the wear of personal protective equipment; including protective mask, ballistic helmet, body armor and chemical/biological protective garments or conditions that would prevent the capability of donning, lifting or carrying of up to 70 lbs. of referenced gear while running to a bunker or protected area in the face of perceived or imminent danger.
Work is normally performed in a typical interior/office work environment; travel in Iraq is required by surface or air.
The climate is desert-like, hot, and prone to dust storms.
