Superintendent, Water Plants
Provides a variety of complex supervisory, administrative and technical work in the operation of the Water Treatment Plant including the responsibility for regulatory compliance and maintenance of required plant records. The superintendent is responsible for 12 subordinate employees, which includes laboratory, maintenance and operations personnel.
Essential Functions of the Position:
- Regularly supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
- Regularly provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates division activities with other divisions, departments and agencies as needed.
- Regularly provides professional advice to department directors and supervisors; makes presentations to department directors, supervisors, boards, commissions, civic groups and the general public.
- Regularly communicates official plans, policies and procedures to staff and the general public.
- Regularly assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors expenditures in assigned areas to assure sound fiscal control; prepares annual divisional budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time.
- Regularly prepares a variety of reports, studies and related information for the decision making process.
- Regularly determines work procedures, prepares work schedules; and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
- Frequently issues written and oral instructions; assigns duties and examines work for exactness, neatness and conformance to policies and procedures
- Frequently inspects and supervises the operation and repair of the water treatment plant and all areas of responsibility to insure that all aspects of the system are functioning properly.
- Occasionally provides technical support, review and assistance to other divisions as needed.
- Occasionally requisitions needed supplies and materials for the division.
Education and Experience:
- Graduation from a four-year college or university with a degree in environmental science, public health, civil engineering, public administration or closely related field.
- Minimum five (5) years experience related to the administration and operation of water treatment or wastewater treatment systems; or any equivalent combination of education and experience with four additional years experience substituting for the educational requirements,
Knowledge,Skills and Abilities:
- Thorough knowledge of equipment, facilities, materials, methods techniques, tools and procedures used in plant operation and treatment in the area of specialization including knowledge of water reservoir management practices..
- Ability to interpret specific chemical and biological analyses; ability to guide, direct and motivate employees; ability to organize and supervise the activities of various crews performing maintenance work; ability to communicate effectively, verbally and in written form; ability to establish and maintain effective working relationships with employees, other departments, and the public.
- Thorough knowledge of the occupational hazards involved and safety precautions necessary for the safe conduct of work and plant operation.
- Responsible for technical division employees and their evaluations.
- Advises Department Director as needed.
- Possession of a valid Oklahoma driver’s license.
- Possession of or the ability to obtain a Class “A” Water Operator’s Certification as issued by the Oklahoma Department of Environmental Quality within six months of hire.
This position mainly works out of the Medicine Park Water Treatment Plant
