Job Description

Scope:
The Purchasing Specialist plays a key role in working to coordinate supply chain management activities to maximize order fulfillment and minimize cost. This role supports HHS task orders in a customer service capacity ensuring supplies and equipment needs are being incorporated into the supply chain management systems. This position also provides training and oversight to task order personnel in all supply chain-related activities. The purchasing specialist reports to the Program Director.

Duties and Responsibilities:
Perform and/or provide direction and support for the following services
Supports procurement function and maintain all aspects of purchasing, negotiations, strategy, tool and process implementation for procurement related to goods and services.
Negotiates favorable contractual terms and conditions with suppliers.
Delivers on cost reduction commitments through the identification, development, and execution of strategic sourcing initiatives.
Develops and implements efficiencies, standardized tools, practices and procedures shortening the quotation, RFP and decision making and evaluation time.
Develops, implements and maintains procurement policies and review on a regular basis to ensure relevance and conformance with best practices and ensure compliance with internal and regulatory policies.
Monitors daily supply chain reports and liaison with Procurement Agents to coordinate deliveries of supplies and equipment to corresponding destinations; this includes monitoring inventory levels, planning and updating shipments, scheduling carriers, forecasting turnaround times and maintaining logistical balance to plan forecast.
Responsible for creating and managing CHS’s catalog database in multiple systems.
Receives shipments and verifies with Logistics quantities received against purchase orders and packing slips.
Coordinate with Logistics, Procurement and Accounting Departments on deliveries and assist in resolving problems/anomalies.
Ability to adapt and respond quickly to changing requirements and/or immediate need requirements in a professional and courteous manner.
Other duties as assigned by supervisor.

Other Requirements:
May participate in interdepartmental project groups or task forces to integrate activities, communicate issues, obtain approvals, resolve problems and maintain a specific level of knowledge pertaining to new developments, new task efforts, contract awards, and new policy requirements.
Performs duties in a safe manner.
Follows the corporate safety policy.
Participates and supports safety meetings, training, and goals.
Ensures safe operating conditions within the area of responsibility.
Encourages co-workers to work safely.
Identifies “close calls” and/or safety concerns to supervisory personnel.
Maintains a clean and orderly work area.
Assists in active implementation of company initiatives to ensure compliance with OSHA VPP, ISO, JCAHO, AAAHC, and other mandated regulations/standards.
May serve on the OSHA VPP, Safety, and Wellness Committees.
Travel will be required to site location to provide procurement support and other sites/locations as needed.

Job Requirements

Qualifications:
Bachelor's degree in Business Administration or related field or a minimum of 4-7 years of leadership experience in purchasing, procurement, setting procurement strategies, driving cost savings, or improving terms and conditions.
Clean criminal background check.
Requires working knowledge of common office equipment and software including MS Office products and the ability to adapt to and efficiently work with other hardware/software products.
Excellent oral and written communication skills both internally and externally via phone, email and in person.
Must demonstrate planning and organizational skills and the ability to work under deadlines.
Interpersonal skills with the ability to develop effective customer and teammate relationships.
Available to travel as needed.

Preferred Qualifications:
Proficiency in MS Excel.
Experience with Deltek CostPoint suite.

Physical Requirements:
Work is normally performed in a typical interior/office work environment.
Work involves sitting and standing for prolonged periods of time.
May require bending, stooping and lifting up to 30 lbs.
