Scope
Under general supervision, the Senior Procurement Agent is responsible for procuring government and commercial services, supplies, hardware, software, and other commodities required to ensure fulfillment of contractual and fiscal performance obligations for medical programs. The Senior Procurement Agent develops and maintain collaborative relationships with all stakeholders and assist stakeholders on proposal and procurement requests, assessment of risks related to requests, and monitors requests through the procurement process.  They will demonstrate proficiency or advanced functional knowledge in medical services, medical equipment, and pharmaceutical medications. They will also have the ability to negotiate scope, schedule, pricing, terms and conditions with Suppliers.  The must review the procurement process for adherence to company policies and government regulations The Senior Procurement Agent will report to the Senior Director, Procurement and Subcontracts.

Basic Qualifications:
BA or BS degree in applicable business programs or equivalent.
7 years of progressive and relevant experience in procurement, subcontracts or the medical field.
Strong working knowledge of the FAR/DFAR, CPSR, DCAA, and DCMA regulations.
Ability to procure under a wide variety of contract types including but not limited to: FFP, LH, T&M, CPFF, CPAF, BPA, IDIQ.
Strong negotiation, interpersonal/customer service skills, as well as ability to interact with all stakeholders in a team environment.
Proficiency in common office equipment and software, including MS Office products (excel, word, Power Point, email, etc.).
Proof of U.S. Citizenship
Familiarity with medical terminology
Has understanding and expertise in pharmaceuticals and drug diversion regulations (FDA/EMA).
Maintains records and educates stakeholders on company established requirements and best practices of pharmaceuticals
Designs and executes audits and proactive monitoring strategies to monitor AHFS Pharmacologic-Therapeutic classification of medications

Preferred Qualifications:
Proficiency in Cost Point application
Prior pharmacy experience a plus.

Duties and Responsibilities:
Performs purchasing duties including, but not limited to, preparing and executing procurements as requested.
Evaluation of Commercial and Government issued Requests for Proposals (RFPs) to include the ability to work with the Program Team to develop procurement Requests for Proposals (RFPs) and Requests for Quotes (RFQ) that may include Statements of Work, Technical / Quality Specifications, Deliverable requirements list and Schedules, Performance Assessment Requirements, Terms and Conditions, Proposal Preparation and Pricing Requirements / Templates, Compliance Matrices and supplier profiles.
Plans, develops, negotiates and administers complex purchase orders in a Federal Contractor Purchasing System Review (CPSR) compliant purchasing system environment and executes other aspects of the acquisition process in development of new business proposals.
Prepares Request for Proposal (RFP) packages, assists with writing Statements of Work (SOW), technical/quality specifications, researches, analyzes and evaluates proposals, negotiates purchase order terms and conditions/provisions, determines requirements for mandatory Prime Contract flow-downs, selects or recommends suppliers, writes awards, and administers resultant procurements.
Administers procurements in accordance with established company policy and procedures, laws and regulations, and contract requirements.
Continuously monitors purchasing deliverables, schedules, change order proposals, and project status reports.
Monitors procurement performance by determining compliance to contract requirements, modifications, funding, or extensions to procurements, to include, negotiating’s and coordination’s in additions and deletions.
Documents procurement file(s) to ensure compliance to policies and procedures, customer requirements, and laws and regulations in preparation of internal and external audits.
Supports both government and commercial procurements and ensures fulfillment of contractual and fiscal performance obligations for the company.
Applies continuous improvement initiatives to improve efficiency of internal systems and processes within the Procurement department and other functional organizations.
Provides supplier pricing, deviations from scope and/or terms and conditions, comprehensive cost analysis and justifications, and technical data assertions during the proposal preparation phase.
Alternates source development to meet urgent requirement situations.
Performs value engineering initiatives to mitigate large purchase costs.
Regularly conducts or oversees cost-reduction projects.
Performs a wide variety of procurement administration functions, including but not limited to, preparing consent packages, reviewing invoices, research and resolution of disputes, ensuring suppliers’ performance, collects annual representations and certifications, small business requirements and participates in the vendor rating process.
Provides timely notification of procurement issues and concerns to supervisor to prevent negative feedback from internal and external customers.
Demonstrates proficiency in a broad range of functional assignments within the procurement field and proven skills in the ability to assess the aspects of procurement formation including the identification of risks, opportunities and acquisition approaches.
Utilizes stable working knowledge of pharmaceuticals, medical products, including consumable medical supplies and medical equipment.
Coordinates with Logistics and Accounting Departments and assists in resolving delivery, receipt of incorrect commodities, and any other issues arising related to discrepancies. 
Maintains and audits a filing system for all procurement related matters.
Ability to multi-task in a dynamic, fast-paced environment.
Perform all other related duties and projects as requested and assigned.

Other Physical Requirements:

May participate in interdepartmental project groups or task forces.
May be asked to travel for client meetings, presentations, etc. Travel less than 10%.

May serve on the Safety, Quality and Wellness Committees.
May be assigned special projects or responsibilities.
Maintains professional and technical skills by attending educational workshops, reviewing publications, and establish professional networks, and participating in professional societies such as the National Contract Management Association (NCMA).
Provides guidance and education of procurement documents and regulations across all functional organizations.
Work is normally performed in a typical interior office work environment.
May require bending, stooping and lifting up to 20 lbs.
