Description

The Payroll Manager will have the overall responsibility for the management of information, systems, staff, policies and procedures as they relate to the issuance of the payroll and payroll tax data for Gerdau Long Steel (GLN) and Gerdau Special Steel (GSN) in the United States and Canada. Supervises, organizes, directs and distributes work among department personnel to ensure that the payrolls are computed and distributed to employees on an accurate and timely basis. Key responsibilities include the management of employees involved in Payroll Administration, Payroll Tax, Compliance, Strategic Leadership, as well as critical subject matter project support in IT, Payroll, Tax, new business, and compensation projects.

NATURE AND SCOPE:

The Payroll Manager reports directly to the Sr. Manager of Employee Services. Reporting directly to this position are the Payroll Administrators and Payroll Tax Analysts. The incumbent will manage the payroll operations for North America, to include US and Canada, and will be responsible for all procedures related to payroll and payroll tax.

The incumbent must be a detail oriented, strategic thinker with experience in problem solving. Must have strong written/verbal communication skills and ability to train, coach, and counsel employees. Requires the ability to meet deadlines and motivate staff to do the same. Strong supervisory skills are needed. Incumbent must have the ability to handle issues involving sensitivity, confidentiality, and legal exposure; professionalism and the ability to balance urgency and decisiveness with patience and compassion. Ability to coordinate complex projects independently, prioritize, time management, and multi-task functions. Position requires a solid understanding of payroll processing in a multi-state, multi-country, high-volume environment, union contracts, and applicable International/Federal/State wage and hour laws. Knowledge of intricacies of large database payroll systems, as well as demonstrated system capabilities to evaluate, integrate, and operate management information systems. Experience needed with system conversions, acquisitions, and mergers as required for the payroll systems.

PRINCIPAL ACCOUNTABILITIES:

  • O verall responsibility for the management of a complex payroll operation, within a multi-state, multi-country, high volume payroll environment.
  • Assures the accuracy and integrity of all payroll data documentation, including policies and procedures. In-depth knowledge and experience of payroll calculations and processes, along with accounting principles and practices.
  • Manages the preparation and approves all payroll International/Federal/State Tax reports due to governmental agencies, processed internally and by third party tax service.
  • Communicate to all operations any procedural changes, system enhancements, reporting needs as required for payroll.
  • Responsible for operating in a Shared Services model which includes the payroll processes within the SAP Human Resource Management System.
  • Ability to plan, organize, and manage multiple projects, including but not limited to mergers and acquisitions, system enhancements, and system upgrades.
  • Develops and recommends policies, procedures, and practices related to the management of payroll data.
  • Analyzes the effect and makes recommendations related to proposed legislation, laws, regulations, union contract provisions, legal opinions, and legal decisions that impact the payroll process.
  • Stimulate teamwork and promote cohesiveness to achieve unit goals. Manage performance and develop the team.
  • Responsible for keeping department desk procedure manuals updated as needed.
  • Responsible for the monthly reporting of KPI's and SLA's


  • Qualifications for this position can be demonstrated by a Bachelor's degree in Accounting or Finance, or equivalent, plus a minimum of five or more years of Senior Payroll experience. CPP certification is preferred. This position requires a broad knowledge of payroll procedures within an SAP, multi-country environment.
