Summary
Manage the operations across the full range of services and departments for sites and support services for the Department of Health & Human Services (HHS), Administration for Children and Families (ACF), to support disaster response operations conducted by the Office of Human Services Emergency Preparedness and Response (OHSEPR).

**This is a notional position pending contract award for Cherokee Federal’s future and ongoing needs. **

** This is on-site position travel will be required up to 75% if not local to area.** 

Essential Duties and Responsibilities

Includes the following:
Manages all operations across the range of services and departments to deliver safe and secure childcare and accountability in accordance with contract statement of work.
Makes time critical decisions for the safe running of all site activities.
Initiates and coordinates emergency incident response activities.
Understands and maintains operating budgets across the contract.
Supervises functional leads; initiate removal actions.
Analyzes organizational and operational problems to develop or approve timely and economical solutions.
Enforces implementation plans and corrective action plans.
Ensures compliance with regulatory bodies and with health and safety guidelines.
Applies change, risk and resource management principals to all functions of the operations.
Coordinates and enhances employee efforts; motivate and develop staff; facilitate communications between management and employees.
Provides detailed updates to leadership by participating in meetings and coordinating, consolidating, developing and delivering/presenting associated meeting materials (e.g. slides, reports, assessments).
Ensures accurate documentation and record keeping of all activities, assessments, reports, etc.
Acts on behalf of the Program Manager, in their absence.
Performs other job-related duties as assigned.

Education and Experience
Bachelor’s degree or HS Diploma with 10 years of experience in Emergency Operations Center/Operations Center experience.

Knowledge, Skills and Abilities
Strong understanding of operations in a multi-functional organization that may include public works, medical, food service, recreation, education, housing, logistics, childcare and social service functions.
Emergency Operations Center/Operations Center experience
Strong supervisory and leadership skills required to manage a staff.
Excellent communication skills both oral, visual and written.
Excellent time management skills and detail oriented.
Strong analytic and decision-making skills.
Exceptional interpersonal skills and the ability to effectively communicate with a wide range of individuals in a diverse community.
Proficient computer skills working with Microsoft Office suite of programs (Word, Excel, Outlook, PowerPoint).
Ability to simultaneously manage multiple work sites and teams.
Ability to work independently with little supervision.
Ability to comfortably interact with senior level personnel.
Outstanding interaction skills, tact, and team building skills.
Demonstrated leadership abilities.
Must use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions and make time sensitive decisions affecting resources and children in our care.

Work Environment
Work is primarily performed in a climate-controlled office environment.
