Responsibilities
Noblis MSD scientists, engineers, technical staff, analysts, and program managers identify and deploy new shipboard technologies, integrate information technology across shipboard platforms and shipboard systems, and develop computing and networking strategies to support the Warfighter.  Noblis MSD employees create strategic solutions to help customers reach new levels of mission support and transform their organizations.

Noblis MSD is seeking a Senior Program Manager experienced in developing and delivering science and technology solutions to NAVWAR and NIWC Pacific programs. Candidate will support capture and proposal activities including solution development, team formation, , key and support staff qualification, and execution planning to include development of a program management plan. Candidate will be responsible for contract management including financial management, delivery optimization, and execution management, and will collaborate with the corporate leadership team as well as be the primary point of contact to the government COR and COTR.

Must be proficient in all aspects of project management including hiring, developing staff, directing resources, expenditures, interfacing with sponsors and providing guidance for all awarded task orders on this IDIQ systems engineering contract.  Candidate is responsible for the management of multiple projects and will maintain schedules, articulate program status, develop detailed deliverables and participate and present at internal and external reviews.

Responsibilities include:
Supporting capture activities and proposal development, interfacing with the corporate leadership team, consultants and subcontractors
Program planning, to include creating a Program Management Plan
Developing staffing plans and monitoring execution
Overseeing a diverse technical staff of employees, and subcontractors to deliver effective solutions
Managing subordinate managers and interfacing with subcontracting manager to manage task(s) funding, resources, and delivery of solution requirements
Managing task performance across a highly technical scope of work including systems engineering, cybersecurity, and data transformation
Leading multiple projects, meeting all performance and quality requirements and ensuring on time delivery, within budget, and
Standing up new task orders/projects and associated resources and processes, as new work is awarded
Managing resource planning and reporting to customer and the Noblis Program Director
Managing risks and issues
Escalating and resolving program issues
Managing and facilitating customer communications at various levels
Overseeing coordination, tracking, and submission of program deliverables
Meeting regularly with government management, government technical leadership, and other government contractors to ensure a clear understanding of customer needs and challenges
Supporting RFP responses, for resource planning
Managing and reporting schedule information

Required Qualifications

Required Experience:
Bachelor’s and minimum 10 years of related experience, or Master’s and 5 years related experience plus 3 years managing staff.

Required Skills:
Must possess active Top Secret clearance
Demonstrated ability to operate independently as well as work in a fast-paced, collaborative environment
Outstanding verbal communication and interpersonal skills
Experience briefing solutions and status to Executive Leadership staff
Strong writing and presentation skills, ability to produce high-quality deliverables
Ability to lead small teams for solution development and document outcomes such as roadmaps, plans, procedures, and processes
Experience with budgeting and staffing
Excellent customer relationship management and negotiation skills
Experience with Agile processes
 
Desired Qualifications
Active Top Secret with SCI or the ability to be granted SCI
Experience managing complex programs with senior scientists, engineers and analysts
Previous Navy Experience

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
